What is Kap Numerik?

Who is eligible for Kap Numerik?
Kap Numerik is accessible to most small business structures in Reunion Island. One criterion takes priority: size. Fewer than 20 people and based in Reunion — you have a good chance of being eligible.
Business eligibility criteria
To qualify, your business must meet the following conditions:
- Based in Reunion Island (registered office or main establishment)
- Fewer than 20 employees at the time of application
- Business registration up to date, with no ongoing insolvency proceedings (administration, liquidation)
- For businesses less than 2 years old: a sworn statement replaces the financial statements normally required
The 3,200 EUR cap applies to businesses with 0 to 9 employees. Businesses with 10 to 19 employees may benefit from a different cap depending on the current version of the programme — check the updated conditions on the Regional portal before submitting.
Eligibility for associations and self-employed professionals
The programme is not limited to commercial businesses:
- Associations (non-profit organisations) with economic activity (invoicing, services) are eligible
- Unregulated self-employed professionals can benefit
- Regulated professions (doctors, lawyers, notaries…) are subject to partial exclusion depending on the nature of the project
Who is not eligible?
A few exclusion cases to be aware of before putting together your application:
- Businesses with 20 or more employees
- Organisations in liquidation or administration
- Projects already funded by another public grant for the same expenses (double funding is prohibited)
- Expenses already incurred before the official grant notification
This last point is critical: no purchase orders, no deposits, no work started before you receive the official approval from the Commission.

The programme covers a wide range of digital services. Reimbursement caps, set by the Regional Council, apply per service type at 80% of expenses (excl. VAT).

Cybersecurity and digital tools
This is where much of Kap Numerik’s added value lies for SMEs in Reunion Island. The following items are eligible:

How to submit your Kap Numerik application?
This is often the part that worries people most. In reality, the process is structured and 100% paperless. No email submissions, no paper files to send — everything goes through the official Reunion Island Regional Council portal.

Choose your digital service provider — they must be able to provide a detailed quote per service, with amounts clearly stated excl. VAT. The provider doesn’t need to be accredited by the Regional Council, but the quote must be flawless.

Obtain a signed quote — a detailed document presenting each service individually with its excl. VAT amount. This is the centrepiece of the application.

Prepare the application — gather supporting documents according to your legal status (see table below).

Submit online — via the Reunion Island Regional Council portal. Check that your application is complete before sending: an incomplete file slows down processing.

Wait for the grant notification — work must not begin until you receive this official approval. Starting before = losing eligibility for the expenses concerned.

What happens if my project exceeds 4,000 EUR (excl. VAT)?
The grant remains capped at 3,200 EUR (i.e. 80% of 4,000 EUR excl. VAT). Any expenditure beyond that is at your own cost. If your project is more ambitious, you can structure it in phases and submit one application per year — each covering distinct services.
How long does it take to receive the reimbursement?
Allow 2 to 4 months after submitting your complete reimbursement file (paid invoices + proof of payment). The Commission meets periodically to process applications. To avoid additional delays, verify that your reimbursement file is complete before submission.
